It could be a good way to offload a watch you know needs work internally.
I took the bait when I bought a 7c43...seller claimed the watch wasn't working but it was just a week earlier and it "probably just needs a new battery." Bought it, opened the back and there was no battery. Dust cover and metal piece that holds the battery was missing. Gave it to a LWM and said it was all gunked.
Or it could be a SCORE!

I'd rather spend that $40 on a lap dance.

The capacitor in an Eco-Drive is actually called a secondary battery in the parts schematics.
What is the primary battery you may ask?
The solar panel dial as the watch will run as long as it is exposed to light (at that is what I was told by the holiest of watchmasters)

In this case it turns light into electricity. Solar panels have no storage capacity. A capacitor or a battery is a storage device. It's only function is to hold and release electricity. It does not convert one form of energy to another. Time to find a new holiest unless he does good work smiley-dance001

I bet 3 hours in the sun, pulling the stem in and out a few times and setting the time, repeat 3 more times which would get it reset and you would have a decent running watch with a big scratch on the crystal for only $35.

However due to some divine intervention or fate or whatever you want to call it I was searching the DirectTV guide for the key word "Mississippi" to see what I was missing since I am still stuck here in WI and the Pentecostal preacher show came up and I tuned in one day. I have tuned in regularly and some of the stuff he is saying I can relate to in my crappy life. However, the above average pimp can spit game on turn the average runaway into a street walking hoe in a day with what he says. If anyone else wants to be "saved" you can go to www.roncarpenter.com/ or www.youtube.com/results?search_query=ron+carpenter&oq=ron+carpenter&gs_l=youtube.3..0l10.3996.6504.0.6671.13.9.0.4.4.1.410.1285.6j1j1j0j1.9.0...0.0...1ac.1.11.youtube.YVo4mKYYsCcYour salvation may vary. Also check out the BBC documentary "Searching for the wrong eyed Jesus" My money is still on Alien intervention. Going out Leaving Las Vegas style dead by 50.

Might or might not. That is the gamble on the ebay E-D "needs a battery" items.
