Several things just from a quick look. Crown unsigned and brassing, second I don't think the cyclopes is magnifying correctly, third is the model number on the bracelet isn't for the yahtmaster, fourth a quick Google for Yahtmatser black dial, looking for a red seconds hand pops up mostly "replica watch sites".
Now as fierce as Rolex is to protect their name and reputation and go after fakes; I really doubt they have a factory outlet, selling blems. If they had factory seconds you'd have to get it at the factory did the relative travel to Switzerland?
Now for the good news. I had a Replica and it kept great time for more then a year before I passed in on as a "replica" not sure how much longer it ran...

I doubt there is any such thing as a factory second Rolex, unless that factory is in China.

well that is what i thought too when he described it on the phone....i usually dont mess with relatives watches as they never seen to understand what they need and cost is always a issue...my sister asked me to look at it....what do u all think?...bin it?....there is no value right?...i know i do not want to touch it...thank u all for the help...God Bless,John

Replace the crystal with a generic one and give it to the youngsters to play with - with the clear instruction that it is not a real Rolex and should not be presented as such

Replace the dial with a neutral one or AM (non Rolex) modding one and Bob's your Aunty's live in lover, no issues anymore and a cool watch to play with.

Check out the movement, there are Chinese, and then there are actually pretty nice Swiss knock-offs. Can't tell you which this one is, but crack it open, and find out.
