Never buy a balance complete listed as NOS unless it is in a sealed Seiko box without pen or pencil endorsements.
I did recently and it went straight back to the seller.
NOS my backside.

I did something similar a few years ago, bought a balance for an Omega in original packaging which at the time looked sealed and was sold as new. A slight change of plan meant I didnt need it straight away so I put it aside thinking it will be there when I need it, but when I finally came to open it it had been used previously and the hair spring had been damaged but of course now its a few years later and cant be returned
So yes be very careful when buying something so sensitive like the balance and check it closely before accepting it

A year ago I bought 6 in boxes all purported to be NOS...like you I looked at a couple and they looked good then put them away....WRONG, 3 out the 6 were U/S.
Yet I did not learn from that error and still bought another recently.
