That's got very common here too, they're usually taken from gardens & during burglaries but I've heard of dogs being taken at gunpoint too.
There used to be a small gypsy camp in the village I grew up in & one of their favourite cons was to sell a dog to someone & somehow they'd trained it to always return from it's new home to their camp. They did it dozens of times ! I quite liked them because one of them was a customer on my paper round & for several Christmases in a row they gave me a £5 tip as opposed to the few pence or nothing that I got from the wealthier people.

In the case of Mexico, the breed dogs are to make Gourmet Tacos which you can get at the street taco stands....
There is a joke that if you go to one of those taco stands and there are no stray dogs around... better leave, they already did them in and are serving them...
No, on the serious side of the issue, the theft of finer dogs is for the puppy mills... you can see sometimes in places where can easily hide if the cops arrive... usually men that seem to not have visited a shower in months offering fine dogs... everyone is wanting to make a living...
Be that as it may, what irks me more are the idiots that put baby parrots, the ones that are native to tropical mexico, the green and yellow... for sale... those guys are usually set at the speed bumps of the highways as you are crossing towns... the bast//rds... should know better.
