I have posted this on wf-wf.com and hopefully my experience will help someone else:
I writing this post mostly out of frustration and to blow of some steam. I am in the process of restoring a King Seiko and have selected two vendor to redo the dial and the case. I had decided to send the dial to Kirk Dial of Georgia and could not believe the carelessness of their work product.
It was as though they had someone with little experience work on the dial and than subsequent no quality control. The person "Charles" that I have been interacting has no interest in a refund and actually hangs up on me. He said that when we had first spoke that it was near impossible to bring the dial back to original condition, which I understood but if you look at the pictures you see that it looks like there was no effort make the dial look decent.
Here are the things I found wrong with the first try
1. “HI-BEAT” font is incorrect
1.1. The letters should be wider
1.2. A bit more space between the letters
1.3. The refinished “HI-BEAT” appears bold compared to the original
2. “HI-BEAT” should be directly below the “KS” emblem
3. The logo below the “HI-BEAT is missing
4. The Movement/Case Number and the word “JAPAN”
4.1. Should be above the minute chapter markers
4.2. “JAPAN 5025“ is smudged
5. There are specs of black paint on the dial
Notice that the movement number is complete smudged and the Seiko logo is missing,
In this industry most people I have dealt with have been very exacting, I cannot believe I found someone who is the complete opposite. I now have the dial with KRDial in California, I had some recommendations from other forum members hopefully the experience will be different

Their second try the logo does not look correct but the movement and case number are too big and the 7:00 baton is installed over the word Japan. You cant see it in the picture but they also scratched one of the batons.
