Over the years, I have talked to fellow WIS-types familiar with that region of the world, and they tell me people literally wear their watches until they can't be fixed anymore. That is why they are so often seen in poor condition when they appear on the secondary market through guys like Ramon.
The watch Penguin has was likely bought around 1997 and worn every day until Ramon got it. Eighteen years of constant use. I don't thing folks actually abuse these watches in places like the Philippines, they just lead long, hard, working-class lives.
This is also the reason that watches which come from Ramon are almost NEVER functional. Were they able to be made functional again at a reasonable cost, their owners would not be disposing of them and spending much more money on a replacement.
