So I helped my Father in law move a washer he bought at a estate sale and while were at the house I spot this. hmmmmm? oh well no watches but I think I found what could be a great watch box. Any tips on converting this to a watch box would be appreciated.

Nice find!
I would remove the cutlery separators then find a suitable piece of foam of the right thickness and cut it to fit the drawers. Once that is done, I would then decide how many watches will practically fit in each one. With that decided, I would then cut out the right number of rectangles for the number of watches.
The watches then have the removed sections of foam inserted under the strap and then placed in the holes on the large foam.
An option might be to cut out foam blocks and cover them with little pillow cases. Then all that's needed is to insert row and column spacers in the drawer to form 'beds' for the pillows/watches. The spacers could easily be covered with a matching felt material to what is in the box now.
Before I did any of that , I would refinish the woodwork on the box. A light sanding and perhaps a finish with a little stain of your choice would dress it up.
