After doing a fair bit of research before getting my Panda, I can say they its definitely an aftermarket dial. The subdials should not have that sunburst effect. It should be matte and bluish grey. the S in Seiko should also line with the A and C in Automatic Chronograph.
But NOS or donor dials are actually pretty common on eBay. If the movement is good then I feel that you should go for it and find a replacement for the dial later on. The crystal and case from what I can see is in pretty good shape.

My concern is that if the dial has been replaced, then what else has been replaced. I'll get it in my hand tomorrow and make an offer reflecting these issues. If he takes it great and will go from there.

In the mean time, ebay seller "sophon_l" has an aftermarket dial that has the "correct" texture, but still not very good compared to the original... But if you can't get an original, it's ,miles ahead of the other plain white ones...
A dead giveaway is also the Vinyl (LP) grooves on the subdials - Seiko didn't use them on their 6138 or 6139 models.

A dead giveaway is also the Vinyl (LP) grooves on the subdials - Seiko didn't use them on their 6138 or 6139 models. Those "Vinyl" grooves are pretty common on a lot of aftermarket chrono dials. You see them on a lot of 6139 AM dials too, especially for the 600x.

I've had my eye out for a NOS or really good donor dial for almost a year and I've yet to see one that I was convinced was real turn up on the bay. If you spot one please let me know.
