www.bbc.co.uk/news/entertainment-arts-59978682I have owned guns and ammunition for 50 years albeit 12 gauge. I understood a dummy firearm round to be a brass cartridge with a crimped closed case....no bullet projectile. How can an armourer load bullets into a gun and not know the difference.

Why on Earth would there ever be live ammunition on a film set?
Why are they using actual firearms as props?

That's an interesting question. It seems that everyone in the industry, including the armorer on set, agrees that live ammunition should never be on set. Even if a cartridge is made with the bullet flush with the mouth of the brass (flat nosed) one should notice by weight alone that it's not a dummy - or a blank. That leads to the question of terms - is it actually a dummy cartridge or was it a blank cartridge? A dummy round often does look superficially like a live round, but will have a vivid color (i.e. red snap caps). It will also weigh significantly less than a live cartridge (and may be made of plastic). A blank is a cartridge that doesn't have a bullet loaded, but will have some kind of wadding or plug to hold the powder in the case. It will also weigh less than a typical cartridge it doesn't have a bullet loaded in it. And one would expect the blank cartridge to be painted a different color as a way to visually confirm that it does not have a bullet loaded in it. All the way around it looks like there were all kinds of safety protocols missed or skipped. Terribly sad.
