The dial code and case back code don't match. Is this for real?

The dial is a transplant. It says 7009 but the crown position and the case back make it a 6309.
It reminds me of one of those small tables that you play games on with checkers or chips.

I got one of those from Mr Patel a couple of years ago. Different colour dial and different hands, one of which has half the lume missing, but it's still going strong. I wear it in my beater rotation. 7009-3111 (or not , who can tell ?

It's a secret society of crab peoples own personal Seiko dial system so they can tell another crab person as they walk down the road. I believe the orange dial is for the lower form of crab and the head honcho or 'lord' as he was known would wear say a black dial version.... Just like Dani's watch as it goes...
In 1665 a secret order of crab people was formed by Sir Daniel Crabit. This major crime driven organization developed fast and was responsible for all the organized crime in London and the major city’s of the world by 1668. To show other crab people from around the world that the London order was up and running they burned down the city hence the 'great crab fire of London' in 1666. Later the crab was dropped and it's now just known as 'the great fire' of London. Anyway dark and dastardly organization was responsible for all the shenanigans and general whohar that went afoot throughout London and the world at that time. Sir Daniel Crabit died under mysterious circumstances in 1695 when he was found cooked in his own bath. He was buried in a secret tomb near Stockwell tube station. Now the order has slipped under the rock it came out sideways from but you can tell it's members by this watch style and their names normally contain the words 'crab' or the letters 'D A N I E or L'. The crab 'lord' is said to wear the black dial version and always hunts for watches made during the year of their evil society's creation in '65.
