I spotted this one on Craigslist. Title reads " Seiko Sumo Prospex scuba diver's watch ( Japan market only)" He stated he purchased it in Japan on a trip. My question is are the Sumo's JDM only. If not how would you know JDM from others?

The Sumo is from the Prospex line. All are made in Japan, and meant to be sold in Japan. And all likely purchased from Japan (directly or indirectly).
To my knowledge, there is no 'rest-of-world' version of the Sumo.

JDM models have also been commercially available in Hong Kong.
Recently JDM models have become available through select US authorized dealers. I don't know if there's any change in markings. I doubt very much there's any difference in manufacturing.

To my knowledge, there is no 'rest-of-world' version of the Sumo. The current X kinetic line carries the Prospex tag, so I don't know that they're that exclusive anymore.

While visitng Singapore, i seen JDM Seiko's being sold in Singapore Seiko boutique stores & several other specialist watch retailers. JDM used to be for the Japan market only, but from what i understand it's set to be expanded.
